About the Report


As part of its ongoing commitment to rural sustainability and innovation, the Centre for Innovation and Social Enterprise (CISE) undertook a field visit to Tharoli village, Saharanpur, to evaluate the effectiveness of government and NGO-led development initiatives under the Model Gaon framework.
Guided by IAS Utsav Anand and in collaboration with local healthcare workers, the CISE team initiated a women’s sanitation awareness campaign, ensuring monthly distribution of sanitary napkins to improve menstrual hygiene and promote health equity. Through extensive door-to-door surveys, the team engaged with women and students to collect rich qualitative insights, shedding light on community needs, challenges, and opportunities for growth.
To strengthen the assessment, CISE conducted a comparative study in Ratnakhari, a neighboring non-intervention village.


This contrastive analysis provided valuable benchmarks to measure the direct impact of the Model Gaon interventions. The visit concluded with a climate advocacy event and the formal launch of the impact assessment report. The event was graced by representatives from the ICICI Foundation, a Supreme Court lawyer, and Dr. Heera Lal (IAS), reinforcing the shared commitment towards building sustainable and self-reliant rural communities.
Through initiatives like the Tharoli project, CISE continues to bridge policy and grassroots realities, ensuring that innovation meets impact where it matters most — at the heart of rural India.
